In November 2007, Major General Valery Arkadyevich Lukin was appointed head of the Internal Affairs Directorate for the Kamchatka Territory. For what sins 51-year-old Lukin was exiled to Kamchatka just before his retirement, we do not know. “They exiled” because before that he headed the Internal Affairs Directorate of the Ulyanovsk Region, and in comparison with it, Kamchatka is a downgrade (well, at least based on the difference in the number of personnel of both Internal Affairs Directorates).

Lukin appeared in Ulyanovsk following General Shamanov, with whom he served in Chechnya in 2000. As for Zoryan Zoryanych Gavrilyuk... Following whom he appeared at the Internal Affairs Directorate of the Ulyanovsk region, we were unable to trace. But he transferred to Kamchatka from Ulyanovsk following General Lukin (from a private security officer - immediately to deputy chief of the Internal Affairs Directorate).

In general, Kamchatka law enforcement agencies have never been covered with an aura of holiness. Let us recall at least one of Lukin’s predecessors as head of the Internal Affairs Directorate - Major General Yuri Astakhov, who was popularly called General Salmon. Is it necessary to explain the meaning of such a nickname for the main policeman of the peninsula, from which hundreds of tons of illegally obtained salmon caviar fly to the mainland every year?

But with the arrival of Lukin and Gavrilyuk, something new appeared. At first glance, the sins of the Ulyanovsk police officers look somehow childish. Just think, they eat for free in the police canteen. But there is some amazing shamelessness and openness in them... A new degree.

In November 2007, the newly appointed major general flew to Kamchatka and settled in the ward of the medical unit of the Internal Affairs Directorate. It just sounds like this: “chamber” - but in fact there is a separate entrance and all the amenities. In addition, it was refurnished and equipped with household appliances for the new boss - at state expense, of course.

Lukin lived in this ward until June 2008, but for some reason did not pay for accommodation, which cost the federal budget 204.1 thousand rubles.

And in June, the general illegally moved into a nice three-room apartment. After this, in July, an “open” competition for the purchase of this apartment was held. There was only one application for the competition, and it won. The police department entered into an agreement on the purchase and sale of an apartment with a local deputy and at the same time the executive director of a construction company, Melekhin.

This company will be the winner in all tenders held by the Department of Internal Affairs in 2008 to select a contractor to carry out repair work. Later, all sorts of checks will prove that the federal budget greatly overpaid for this repair... But the general’s apartment has nothing to do with it. She is good. It was also improved at state expense: they bought furniture, equipment, installed the Internet... By the way, the state has been paying for the Internet ever since. But we won’t lie, we don’t know who pays for utilities.

Well, Gavrilyuk arrived in Kamchatka in December 2007. And he settled in a hotel room at the ATC training center. Accommodation in this room costs 830 rubles per day. But this number did not go through with Zoryan Zoryanych: until June 2008, he did not pay a penny for it. Then, by order of Lukin, Gavrilyuk was assigned a special fee for accommodation: instead of 830 rubles per day - 3218 rubles per month (that is, 104-107 rubles per day), which cost the budget 64.1 thousand rubles. Well, soon after his arrival, Gavrilyuk became the chairman of the tender commission, after which the same companies began to win competitions and auctions...

Regime subject

The working day schedule of the head of the Internal Affairs Directorate for the Kamchatka Territory is approximately as follows.

At 7.40 General Lukin arrives for duty. The daily conference call begins at 8:00. At about 9.00 the general goes to the Internal Affairs Directorate canteen for breakfast. (By the way, both Lukin and Gavrilyuk have been eating free in the canteen for two years now.)

At 13.00 the general goes to the dining room for lunch. After lunch - afternoon nap, it lasts until 15-16 hours. And only at 19.00, having slept and rested, he begins to receive lower-ranking police officers and sign documents.

In addition, the general cares about his health. Therefore, his workday schedule necessarily includes wellness treatments and sports. On Mondays he has a simple massage. On Tuesdays - underwater massage. On Wednesday there is a game of tennis. On Thursday - herbal medicine. On Friday - physical education from 17.00 to 20.00-21.00.

The general tries not to violate his working hours. All these nuances (in the sense of what day he has what massage) are known not only to all personnel, but also outside the police department. In general, the general is not hiding.

Colonel Gavrilyuk is not hiding either. He also gets a massage.

And from some point of view, this regime is correct; it has a beneficial effect on health. But, on the other hand, I feel sorry for people. Because of this, all personnel spend 12-15 hours on duty every day. Although since Lukin and Gavrilyuk appeared in Kamchatka, no state of emergency seems to have been declared here.

He wants to fly

The fact that the general uses service snow and swamp-going vehicles for his personal purposes is even humanly understandable. They exiled a man for retirement to such an utter wilderness... You have to somehow keep yourself in good shape. They were bought immediately after his appointment.

At some point, another commission calculated the damage to the state from these rides - 98.3 thousand rubles. But he has been skating ever since.

Lukin also rides on weekends in his company cars. He has two of them: Toyota Land Cruiser and Toyota Camry. When he first arrived, they assigned him one car, but it wasn’t enough for him, so they bought another one.

And Zoryan Zoryanych also skates. The prosecutor's office confirmed the use of official vehicles for personal purposes (for recreation) by both Lukin and Gavrilyuk.

But we must not forget: you can’t ride far in Kamchatka. In Kamchatka, the main transport is a helicopter. Not for everyone, of course, - only for the main ones.

Let us recall that General Lukin appeared in Kamchatka in November 2007. From November 1, 2007 to November 30, 2008, the flight time of the special purpose air traffic control unit in the Kamchatka Territory amounted to 1335 hours 56 minutes, but there are documents for only 485 hours 2 minutes. Unaccounted flights (without documents and without reason) in the amount of 850 hours 54 minutes cost the federal budget 49.3 million rubles.

It is already known that the general loves to go for a drive himself and to show his relatives and friends beautiful places. It is known that Kamchatka has the most beautiful nature, nature reserves, many bears, moose and bighorn sheep (though, due to the rides, there are fewer and fewer of them from year to year, but let’s not blame everything on Lukin). Although 850 hours 54 minutes is too much, no relatives and friends are enough (even taking into account Gavrilyuk’s relatives and friends).

In general, very often helicopters in Kamchatka are used to transport red caviar caught by poachers at spawning grounds. But here we don’t know anything. Let's better talk about hares. Our editorial office has all the documents about hares.

In the case of the hares, the purpose of the flight was listed on paper as an “operational and official mission” (but in fact - to get acquainted with the beauties of Kamchatka and hunting). The son of General Lukin was flying, accompanied by Zoryan Zoryanych. Apparently, dad was busy that day. The son serves in Ulyanovsk and flew to his dad in Kamchatka on vacation.

The “hare” flight took place on January 23, 2008 on helicopter No. RF 28966. The flight took at least 3 hours, which cost the budget at least 160-170 thousand rubles (among the documents there is a stub for 1333 liters of fuel). The flight order was signed by Lukin.

On the flight sheet in the column “Report on the completion of the task” it is written: “The task was completed in accordance with the assigned task in full.” Maybe Lukin Sr. really set the guys the task of killing two birds with one stone - who knows. But in photographs taken during a vacation on January 23, 2008, Gavrilyuk and Lukin Jr. each hold one killed hare.

Staff vote with their feet

The general's apartment cost the budget 4 million rubles. The new car cost more than 1 million rubles.

But Lukin canceled the salary bonuses for police officers. I canceled it for others, but I couldn’t do it for myself. And every month he receives an extra 60 thousand rubles from the budget. And Gavrilyuk gets it.

At the expense of the Internal Affairs Directorate, Lukin buys and gives expensive gifts to heads of other federal services and directors of commercial firms. 125 thousand budget rubles were spent on purchasing two huge televisions for the offices of Lukin and Gavrilyuk. Both of them use cellular communications without restrictions at the expense of ATC funds. They also both bought furniture, kitchens, and household appliances (1 million 400 thousand budget rubles were spent on this).

In general, Zoryan Zoryanych behaves like a little boy: Lukin gets a massage - Gavrilyuk also calls a masseuse, they bought a wardrobe for Lukin’s apartment - Gavrilyuk also wants such a wardrobe, Lukin gets on a snow and swamp-going vehicle - Gavrilyuk goes there too...

As a result, most of the expenses of the Internal Affairs Directorate for the Kamchatka Territory go to Lukin and Gavrilyuk. At the same time, the Internal Affairs Directorate writes letters to the Ministry of Internal Affairs and the regional government with requests to allocate additional funds due to the acute shortage of funds, for example, to staff the most necessary public security police services and operational services.

They get away with it all. Neither Lukin nor Gavrilyuk have yet been brought to justice for a single hare.

And Lukin began to fight corruption a year earlier than Nurgaliev. On July 3, 2008, a paper signed by the general was sent to all departments of the Internal Affairs Directorate, in which he demanded: “Increase efforts to prevent instances of corruption among subordinate employees, create in service teams an atmosphere of intolerance towards employees who use their official position for personal gain. Be a personal example..."

Over the past two years, at least 300 employees have left the Internal Affairs Directorate (among them many heads and deputy heads of departments).

Prosecutor's checks also do not bear any fruit. The Investigative Committee is stamping decisions to refuse to initiate a criminal case - one after another. Their excuses are hilarious.

For example, during the inspection, the Investigative Directorate of the Russian Federation Prosecutor's Office for the Kamchatka Territory sent a number of requests to the Internal Affairs Directorate, the answers to which were never received. Therefore, the Investigative Committee does not have sufficient data indicating signs of a crime. To refuse to initiate a criminal case.

Or this: Lukin is not guilty, because he knew nothing and thought that everything was legal and correct. To refuse to initiate a criminal case.

Even when an inspection by the Ministry of Internal Affairs confirmed that during the overhaul of detention centers, the Internal Affairs Directorate simply buried money in the ground, and calculated the damage in the amount of more than 2.5 million rubles, the inflexible Investigative Committee writes in its resolution: yes, there was a violation, yes, there was damage, but since it was reimbursed in April 2009, then no one is to blame and nothing terrible happened. To refuse to initiate a criminal case.

By the way, it’s time to finally bring some clarity. That auditor from Moscow who was lying with Zoryan Zoryanych on the walkway - she did not find any violations on the part of Gavrilyuk and Lukin at all.

Babi revolt

Probably, it wasn’t Kamchatka that spoiled Lukina. There was probably Lukin in Ulyanovsk too. It’s just that he apparently didn’t meet a single honest woman there. And here I ran into a whole department - financial and economic.

This may sound surprising, but with the arrival of Lukin and Gavrilyuk at the Internal Affairs Directorate, the employees of this department, who had worked in the police for many years each, were for the first time faced with the obvious and large-scale theft of budget money. Moreover, it was assumed that, due to the nature of their service, they had to formalize all these frauds with their own hands. They refused. They were under pressure.

And then the women rebelled. They began to write letters to all authorities. That's how it all came to light.

...They are sitting in my room at the Oktyabrskaya Hotel in the very center of Petropavlovsk and taking turns telling their stories. Before this, no matter who I met, everyone refused to talk at the hotel - it has had a bad reputation since Soviet times, and the KGB building is very close. And women say they are not afraid. Why be afraid? What they tell me has long been known to all and sundry (see list above). The problem is that everyone is lazy.

I, Angela Rubanchenko, former head of the technical supervision inspection of the Internal Affairs Directorate. Zoryan Zoryanych Gavrilyuk came, immediately called and said: “You must fulfill MY demands, not Golub.” (Elena Golub is the head of the financial and economic department.) He really wanted the Ingosstrakh company to win the tender for motor insurance. But she didn't win. He removed me from the competition committee. The next year this company won.

One company won the tender for the overhaul of insulators - it has only four people on staff. I saw huge price increases. For example, according to documents, they painted insulators with the highest quality paint, which should only be used in government agencies!

The pressure began. Gavrilyuk pulled away, but I didn’t want to sign such an agreement. Could not. I went on vacation. At this time, my inspection was reduced, my position was demoted. I had two years left until retirement. I quit.

Zoryan Zoryanych did not want me to quit: I had to decorate Lukin’s apartment, he wanted to do it with my hands (by the way, this apartment still does not have official status). Gavrilyuk threatened: “I’ll ruin your reputation!” And they took revenge on me: they falsified the absenteeism report and fired me with a bad article.

I, Larisa Konstantinovna Chistaya, worked as the head of the office in the financial and economic department. In September 2008, when the head of our department, Elena Golub, and her deputy, Yulia Zakharenko, were suspended from work, we wrote a letter in their defense. In October, Gavrilyuk began to threaten: “If you don’t calm down, we’ll fire you.” The girls who signed the letters were reprimanded.

Then they came to me for a scheduled check. We checked - everything is fine. And suddenly the next day they come again. The inspector admitted that she was told: “As you wish, but so that Chistaya has violations.” We raised paperwork in four years. We searched and searched...

Then another check, reprimands, then the OSB came with a search. All the nerves were exhausted. Retirement is on the doorstep, and then there are rumors all over the police department. Ashamed. Then my daughter (she serves in the teaching staff) was called to the management and told that they wanted to pin a violation on her. I also have a son-in-law in the police. I wrote a statement of my own free will...

I, Natalya Batashova, am a former head of department in the financial and economic department. I also signed letters. I was also a member of the competition committee (when they wanted Ingosstrakh to win, and we unanimously chose Spassky Gate).

OSB officers conducted illegal searches at my place. In front of my subordinates, they emptied the contents of my handbag. Everything was rummaged. They demanded that Golub be slandered and promised a promotion for this. Every day they forced me to write explanatory notes for all sorts of nonsense and gave me reprimands. I filed a lawsuit.

They told me: “Choose who you are with.” I replied that I was on my own. They persuaded him to change his mind. Like, work, snitch on others, and everything will be fine. I lasted more than six months. Then I wrote a letter of resignation.

I, Yulia Zakharenko, currently work as chief accountant and deputy head of the financial and economic department. They tried to persuade me to take the place of my boss Elena Golub. I refused. Protected her. I got laid off. But Moscow declared the reduction illegal, and I was reinstated.

RSD, searches, conversations, seizure of documents - I also went through all this. Now the work of the financial and economic department is overwhelmed. All competent specialists were fired. They recruit unqualified personnel. But now whoever wins competitions.

Do you know what I like most about this story? The fact that Elena Golub lived with her husband in a civil marriage for many years, but when she started having troubles at work, her husband said: “Let’s get married. I want you to know that you have a reliable rear.” And now she is Elena Morozova.

...One day Lukin suggested to her: “You are a literate woman. We need to earn money. 70% for me, 30% for you.” Morozova (then Golub) was indignant: “I have never done such things and do not intend to!” That's how it all started.

And then Ingosstrakh lost the competition. That's how it all started. The first sign is that Morozova’s official car was taken away. Then the searches began. The head of the OSB, Smirnov, told her in plain text: “The decision has been made to fire you. If we don’t find anything from you, you will quit anyway.”

Morozova is removed from her post and is no longer allowed into the police department building. She starts suing. The court rules in her favor. The Internal Affairs Directorate dismisses Morozova over and over again - there is no reason to dismiss her, no searches helped.

For more than a year, since June 2008, Morozova has been permanently suspended; all this time she has not been allowed to carry out her duties. There’s no reason to suspend her (she doesn’t work), but time after time the police department comes up with something and gets suspended.

She says that she no longer wants to work “in this system”, she just feels sorry for the people: “We had a good team, conscientious people - that’s why they were not afraid to go against the system. And so they mock and humiliate them - it’s insulting.”

Because of all this hassle, Morozova was sick a lot. I went to the departmental clinic. Once I came for a procedure, the attending physician said: “Let’s go to the toilet.” There he admits: “Comrades from the OSB came and threatened that if I didn’t discharge you, I would get into trouble. Sorry."

Morozova noticed that she was being followed, her phones were tapped. They also put pressure on my husband. He is her traffic police inspector. They called him to the OSB and wanted him to testify against his own wife. Refused.

“The previous heads of the Internal Affairs Directorate did everything they could - yes. But the police department itself used to be calm. For the money and documents, we were sure. And this one got into the budget money!” - she sums it up.

We can fail too. Morozova was responsible for her area of work. Her employees were also responsible for their areas - no matter how small they were.

These women want to be honest. They rebelled because they were not allowed to be honest. Just because. They defend their right to honesty.

His wife Nina Kirillovna works in the staff of the regional department of execution of punishments, the eldest son Arkady serves as a prosecutor-criminologist, the youngest son Ilya is an investigator in the Leninsky district police department.

On the eve of Police Day, the head of the Department of Internal Affairs of the Ulyanovsk Region, Major General of Police Valery Lukin, could calmly prepare for the holiday. But the general went, one might say, to the front line - to Chechnya and Dagestan, where Ulyanovsk policemen were sent. The interview with NG began with this topic.

Valery Arkadyevich, how long will law and order in Chechnya be ensured by police from other regions? After all, there is a weakening of personnel on the ground...

The load certainly doubles. But there is no other way. Extremists do not miss the opportunity to blow up the Caucasus on the basis of some religious and national options. But in fact, someone needs a war in this difficult region. This is oil, this is business and much more. In the end they want to weaken Russia. After all, the war is being waged not by the Chechen people, but by mercenaries from Islamic countries.

I say this with full responsibility, because in 2000 I was in Chechnya. My responsibilities as deputy commander of the federal group “West” for police included ensuring operational investigative activities. They restored regional police departments and attracted specialists previously scattered throughout the republic and country during the war. As best we could, we helped the Chechen people to get on a peaceful path, so that law and order would be maintained there. And, of course, this is done most effectively by the local population.

Business trips of Ulyanovsk police officers to Chechnya showed that our well-trained police officers can work in emergency conditions. Only flattering reviews come from the Caucasus about our guys. In addition, in Dagestan we are protecting the Miatlinskaya hydroelectric station. We wanted to leave, but the government of Dagestan turned to the Minister of Internal Affairs of the Russian Federation with a request to leave the Ulyanovsk residents at the facility. Dagenergo, represented by General Director Gazmanov, even improved living conditions. I will go there to see how my demands are being fulfilled and, of course, to congratulate the fighters on November 10th.

It is known that the lower the standard of living in a region, the more reasons for the increase in crime...

I will explain, approaching the issue purely professionally. Just because a region is poor doesn't mean there will be a surge in crime. Although there are prerequisites for this. In general, the standard of living of a region is directly proportional to the state of the crime situation. What? Sometimes more serious, more skilled and sophisticated crimes are committed in fairly wealthy regions. The same drug trafficking, which requires a lot of money. The crime rate is high in Samara and Tatarstan. There are even criminal groups there, more veiled economic crimes. And, on the contrary, the fewer wealthy people in the region, the more burglaries there are.

Our economic level is still below average: industry is idle, many do not have a regular income. The region has seen a decrease in the number of murders and serious bodily harm, but at the same time, street crime is increasing. This means that, at a minimum, it is necessary to improve street lighting. And to engage with the youth - they are languishing from idleness. This is a social problem, it needs to be solved: to restore the mass physical education movement, work in circles and sections.

Mismanagement also flourishes, since nothing is guarded, there is no alarm system: as a result, theft is provoked. And further. Articles for parasitism and vagrancy were removed from the Criminal Code.

Your attitude to “embellished” statistics.

During Soviet times, covering up crimes was elevated to the level of state policy. Like, there must be 100 percent disclosure. I have always been against embellishment, believing that the percentage itself is not important. Although there must be a criterion for assessing the ratio of solved and unsolved crimes. “Vacquering” sometimes occurs due to intent, sometimes due to the lack of professionalism of employees who do not want to engage in disclosure. And we are fighting this. We also shouldn't play with statistics. And eventually this situation will stabilize. Now we have full accounting, which was recently noted by the regional prosecutor at a joint board.

All activities of internal affairs bodies can be called police response. What's included in it? Work with applications and complaints from citizens, detection and investigation of crimes, provision of services: traffic police, passport and visa service, licensing and permitting system. And when a citizen comes, we must react in any case: register the application and make a decision. A person just needs to explain everything, treat him like a human being, and then there will be no questions for the police.

At the beginning of my service, I had an incident with a pensioner whose military shirt was stolen. She's probably a hundred years old. I told him: do you want to give me a new police uniform? And do you know what the old man answered? She is dear to me as a memory of the war. Find it, I don’t need someone else’s. So, no matter what the person’s mood, the police officer should treat him politely and ask: “How can I help you?” But, of course, we shouldn’t make peace with a criminal.

Not everything in the Internal Affairs Directorate is good, but still the trend for better is clear. I will say this: the best should serve in the police. I will not touch on material support (this is a drawback). But if you come here, you understand: you have social status and, secondly, a stable salary. Under the new administration headed by Governor Sergei Ivanovich Morozov, they are paid on time. Under Shamanov, whom I respect very much as a military general, the delays were from three to six months. But we always fulfilled our official duties. Our police department is consistently in the top five among the constituent entities of the Volga Federal District.

In this regard, the question is: do the level of culture and worldview of a modern police officer change?

Certainly. Because otherwise he won’t work for us. Only by improving can you be in the internal affairs bodies. Recently, the training and certification of all police officers was completed (for chiefs this is supposed to be done once every four years), and there are extraordinary certifications. The head of the Internal Affairs Directorate undergoes certification by the Ministry of Internal Affairs of Russia once every five years: they are checked for knowledge of legislation, management activities...

Surely the police in our region have developed their own traditions. Tell us about them.

There is a training center at the Internal Affairs Directorate for training police officers. A museum of the history of the Ulyanovsk police has been operating there for a long time. In it, young employees, in the presence of members of the council of veterans of internal affairs bodies, take an oath and swear allegiance to their official duty. I like the old motto of Russian officers: “An officer’s life belongs to the Motherland, his heart belongs to his beloved, and honor belongs to no one.” It’s nice that most of the department’s officers follow the ancient traditions, and I have very proactive deputies who can always replace the head of the Internal Affairs Directorate during his absence.

I introduced some innovations: post No. 1 with the banner of the Internal Affairs Directorate, the anthem of the Ulyanovsk police. I also introduced daily conference calls (it would be nice if there was a video) - this is the most efficient and effective form of management.

I also brought from Siberia the tradition of going to areas where we work with the population on the so-called ATC day. There we strictly ask the chiefs and district police officers. I think this strengthens the cause of law and order.

Valery Arkadyevich, how often do you meet with the population?

This happens both during trips around the region and on the last Mondays of each month, when reception hours at the police department are scheduled. As a rule, 10 or even more citizens come. People believe that if you are a higher-ranking boss, then any issue will be resolved faster. I try to meet their expectations. Then you have to tweak your employees somewhere, adjust something.

In some regions, the police supervise orphanages. Is there such a thing in our area?

Unfortunately, I cannot answer positively. But in Ulyanovsk we patronized four kindergartens, and they were the best. However, a ban came from the government. So what now? It is difficult to accommodate the children of employees, and this affects the service of the parents, but I went through this. And what’s most interesting: now those kindergartens don’t have what they used to have.

They wanted to take away the departmental clinic from the Internal Affairs Directorate. Without this medical unit, who will take care of our veterans? At the city clinic? I doubt. But if someone in the medical unit tries not to get medicine for the veteran, I’ll immediately start looking into it. I think there should be departmental kindergartens and children’s health camps. Life must be kept in balance. And since municipalities are not ready to maintain the social sphere, it means that everything can be ruined.

What are the regional air traffic police's plans for the near future?

When you start saying, for example, that we will increase disclosure rates, they always ask related questions: at what cost? how? Therefore, I will divide the concept of “police activity” into two components: operational and service and administrative and economic.

The first is the formation of a professional core. And no matter how difficult it may be, we set the task of revealing as much as possible serious and especially serious crimes that have a great public resonance: disguised economic and tax thefts. There are also blocks of tasks to prevent criminals from gaining power. There still needs to be training in counter-terrorism.

The second component is that we, together with the leadership of the region, cities and districts, must create normal conditions for the activities of all departments of the Internal Affairs Directorate and specifically for district police officers. We solve these problems (communications, premises, uniforms, transport, weapons) with the governor - after all, he himself was a policeman. What is done? We repaired the building of the regional Internal Affairs Directorate, organized a rapid response regiment, and a battalion beyond the Volga. We create conditions for local employees to work. We completed the building of the Sengileevsky District Department of Internal Affairs, resolved the issue with the department in Kuzovatovo, and are now resolving the issue with Bazarny Syzgan. We are also trying to purchase transport; the Ministry of Internal Affairs of the Russian Federation allocates many vehicles.

No matter how the police are criticized - deservedly, undeservedly - the main part in the fight against crime lies with the internal affairs bodies. But we must ensure that the trust of the population is high and people see the policeman as their protector.

Valery Arkadyevich, is the general’s hat heavy?

In fact, the classic path of a general is a cadet, then lower positions and they go in ascending order. I am no exception - I have gone through all the steps of the career ladder. I have an ideal biography for a student at the Higher Police School - without ups and downs, gradual, like a climber’s climb. I want to say: everything has its time. Some become generals earlier, others later. I was awarded this title at the age of 46, a year after my appointment as head of the Internal Affairs Directorate.

And the last question: how did that story with the veteran’s relic end?

We found a shirt. It turns out that she was hanging on the second floor. The boys, chasing pigeons, took it and hung it on a stick like a flag. We played with the birds and threw them behind the houses. That's where we found her. Along with that relic, I still gave the front-line soldier a police shirt.
