The profession of a teacher in Russia somehow faded into the shadows. That nationwide respect that she enjoyed in the USSR is not observed today. Did the status of the profession go down along with the salary, or was it the low incomes that caused the downgrading?

For poor Russian teachers today, it is especially difficult to solve the housing problem. Only a mortgage can help in this, but banks tacitly classify them as a risk group, they are reluctant to issue loans and not on the best terms.

This is understandable: the salary is low, solvency is doubtful, and it is difficult to maintain it for many years, during which the mortgage is paid.

It is impossible to do without the help of the state, and it really has taken a number of actions, creating benefits for teachers in solving problems with housing.

There is a set of state programs designed for those segments of the population who are not able to independently improve their living conditions.


Such programs operate both at the federal level and at the regional level. At the same time, the state attracts banks to subsidize mortgages on terms that are more acceptable to borrowers.

In many regions of the Russian Federation, state programs are supported by local projects at the level of the region, region or city.

As a result, teachers receive mortgages with reduced interest rates, sometimes they manage to reduce the cost of housing at the expense of budgetary funds, AHML resources, and banks also give up a little profit.

Social mortgage conditions

It must be remembered that a teacher, having received a preferential loan, is obliged to work in the field of education for a specified period, otherwise he will have to part with the entire amount or part of it.

Preferential mortgages in the Russian Federation have their own history. There were many attempts, and some of them were successful.


This government social project, suspended today, was the only one in the Russian Federation that had a minimum number of restrictions. Even the average monthly earnings did not play a role here, but other parameters mattered.

If all conditions are met, then the bank approves the mortgage and sets the minimum interest rate: 8.5% for purchases in the secondary market, and 10.5% for the primary market.

The government social project Mortgage for Young Teachers was launched in 2011. Many managed to take advantage of this program, but, unfortunately, in 2015 it was suspended.

The government considered that the welfare of teachers in Russia has improved so much that they are able to pay the mortgage themselves and no longer need benefits. The agreements that were concluded earlier are being implemented, but there are no more new ones.

Then there were affiliated socially-oriented housing programs for teachers, operating in many regions of the Russian Federation.

This is a government mortgage loan program designed specifically for educators. It functions with the light hand of the president and is engaged in the construction of cooperative housing.

Due to the fact that federal lands are provided to developers free of charge, housing becomes cheaper by 35%, and it is much easier to pay off a mortgage. Moreover, the government undertook to pay from the budget for the laying of communications and the construction of engineering systems.

There are differences between a regular mortgage and a teacher's mortgage, which is worth talking about.

Mortgage conditions for teachers

This area of ​​housing lending differs from the usual one such features as:

  • you can buy an apartment or a house in an already built form, including in the secondary housing market. The interest rate under the agreement will be 8.5%;
  • you can start building your own house or purchase a share in a multi-storey building just under construction at 10.5% per annum;
  • the maximum term for teachers can be 30 years;
  • the borrower can make a down payment of up to 30% (minimum 10%);
  • if the borrower does not want to insure his loan, he may not do so.

The requirements for obtaining a mortgage for teachers are small:

  1. The applicant for a mortgage must be a citizen of the Russian Federation;
  2. The teacher needs to work in an educational institution in the relevant specialty for at least three years;
  3. Applicant must not be over 35 years of age.

It is important to note that only those who work in a state or municipal educational institution can count on a teacher to receive a mortgage on favorable terms.

If the teacher previously worked in one, but at the moment he has transferred to a private institution, you should not count on a mortgage.

  • it is important that the amount of payments that will be made every month does not exceed 45% of the teacher's salary. You can take a mortgage for teachers for several people, for example, a husband and wife, then you can count 45% of the total salary. Moreover, it is not at all necessary that both family members be teachers. One is drawn up, the main borrower, and the second, as a co-creditor. In this case, it is theoretically possible, but in practice such a direction is rarely encountered;
  • banks require a mandatory down payment. It should not be less than 10% for teachers;
  • co-borrowers are allowed in the amount of not more than four people;
  • if both spouses in the family are teachers, they can apply for a mortgage for only one person at a time.

Documents for a mortgage for teachers

A preferential mortgage for teachers can be issued by submitting the following package of documents to a banking institution:

  • the passport;
  • tax number;
  • salary certificate;
  • work book (you will need to leave a copy in the bank);
  • employment contract, if there are other sources of income;
  • military ID;
  • a statement about the need to take housing in a mortgage to a teacher;
  • marriage certificate, birth certificate and other documents, the list of which may vary depending on each specific case.

Mortgage for teachers

Until 2015, the Government Decree “On the procedure for providing and distributing subsidies ... in connection with the provision of a mortgage loan (loan) to teachers of general education institutions” dated December 29, 2011 No. 1177 was in force, which established the right of young teachers to a subsidy in order to purchase housing or contribute to a shared building. However, even after its abolition, teachers in some cases may qualify for preferential mortgage lending conditions, in particular:

  • with participation in some state programs, for example, "Sustainable development of rural areas for 2014-2017 and for the period up to 2020", approved. Decree of the Government of the Russian Federation of July 15, 2013 No. 598, which provides for assistance to young professionals in settling in rural areas;
  • in providing assistance to teachers at the regional level; for example, in the Bryansk region it is established by the Regulations on the procedure for granting subsidies to young teachers, approved. Decree of the government of the Bryansk region of April 22, 2014 No. 171-p;
  • when granting preferential conditions by credit institutions within the framework of internal programs.

Who can get a mortgage under these Young Teacher Assistance Programs? In fact, there are usually not too many requirements for borrowers, and most of the young teachers meet them:

How does a bank evaluate a potential borrower?

  1. The income taken into account when deciding on the execution of a loan agreement must be confirmed by a certificate in the form 2-NDFL. Any other income of citizens is considered as an additional non-permanent income that does not have a special impact on the financial condition of the borrower. Here it should be said that not only wages, but also other types of income can be indicated as income. An example of such additional income would be the receipt of funds from the rental of property (for example, a garage). However, do not forget that in order to confirm such income, you will need not only a concluded lease agreement, but also information from the tax service on the proper payment of income tax;
  2. Credit organizations assess the solvency of teachers. For example, there may be a rule that a loan is provided only if the loan payment does not exceed 45% of the total amount of the confirmed income of a citizen, or the total confirmed income of several citizens acting as co-borrowers (for example, spouses);
  3. The possibility of granting a loan only on the condition of making a down payment. At the same time, the minimum contribution is usually 20% of the total cost of the acquired residential premises;

Mortgage for young teachers in 2017-2018

Previously, it was possible to clearly define what conditions distinguish the mortgage for young teachers:

  1. The interest rate on such a loan is 8.5% - for those borrowers who purchase ready-made residential premises in an apartment building or an individual house as part of a well-maintained building education and 10.5% per annum for persons wishing to purchase housing in a house under construction, build a residential building on your own or buy an individual house under construction.
  2. The down payment on the loan ranges from 10 to 30%, while the amount of the initially paid amount depends solely on the desire and capabilities of the borrower.
  3. The possibility of exempting the borrower from compulsory credit insurance.
  4. The maximum loan term is 30 years.

For 2017-2018, specific conditions depend on the program in which the teacher participates. If he does not have options for participating in preferential lending, a mortgage is concluded on a general basis.

Documents required for obtaining a mortgage

To apply for a mortgage, you will need to contact the bank and provide the following set of documents:

  1. Personal documents (documents confirming your identity): passport of a citizen of the Russian Federation, pension certificate (SNILS), certificate of registration with the tax authority at the place of residence (TIN), documents confirming registration at the place of residence (if the information is not in the passport);
  2. Employment documents: a copy of the work book, a certificate in the form 2-NDFL, and if you work in parallel somewhere part-time, you must provide an employment contract confirming this fact and a certificate 2-NDFL;
  3. For men, it is mandatory to provide a military ID;
  4. Application (questionnaire) of a potential borrower, issued at the bank;
  5. Documents confirming the borrower's marital status: marriage (divorce) certificate, child's birth certificate, maternity capital certificate, etc.;
  6. Other documents, depending on the specifics of the particular case and the selected credit institution.

Important information

  1. As mentioned above, the down payment usually ranges from 10 to 30%. The terms of the mortgage may provide for the possibility of obtaining an additional benefit in the form of exemption from compulsory loan insurance for those persons who have made 30% of the cost of the chosen dwelling as a down payment. It must be said that the amount that can be "winn" in this way for the total term of the loan is quite tangible, especially considering that the average period of mortgage lending is from 10 to 15 years, and sometimes more. And the borrower will have to pay insurance during the entire period of insurance.
  2. If you do not have funds for the initial contribution (accumulated earlier), then you can use the maternity (family) capital or the amount of the subsidy due to you as a young teacher. Subsidies are one of the types of state social support, which consists in the allocation of a certain amount of money, acting as compensation for part of the cost of property acquired on a mortgage. It is important to say that the maximum amount of the subsidy cannot exceed 20% of the property value. The amount of the subsidy is not determined by a fixed amount due to existing differences between regions, in particular, the amount of the subsidy directly depends on the norm of the area of ​​​​the premises provided for each family member.
  3. The loan must be repaid before you reach retirement age. That is, the last payment must occur before the age of 55 for women and 60 for men.
  4. It should be noted that loans to young teachers under state programs are carried out through the AHML company (OJSC Agency for Housing Mortgage Lending). This agency concludes agreements with the largest banks in the regions that provide loans to citizens, which allows people to receive assistance from the state. For this reason, before going for a mortgage, make sure that the selected bank cooperates with AHML.

How does this happen? First, the bank (cooperating with AHML) checks the solvency of a potential borrower, collects a complete set of necessary documents, after which a mortgage lending agreement and a residential purchase agreement are concluded. Next, the bank must refinance the issued loan in AHML, and the borrower continues to service his loan already on the established terms in AHML.

  1. The use of the state program developed for young teachers does not deprive citizens of the right to be simultaneously participants in other state, regional or municipal programs. So, for example, the teacher retains the right to use maternity capital for the intended purpose, to receive regional funds allocated for the birth of a third child in the family, as well as other social support measures received.
  2. The general conditions and consequences of concluding a mortgage loan for young teachers and under general conditions are the same, including with regard to the transfer of rights. Until the full repayment of the mortgage loan, the disposal of property (exchange, sale, donation) is possible only with the consent of the creditor, and the guarantee of the fulfillment of this condition is the imposition of an encumbrance on the indicated residential square meters. The encumbrance will be removed only after the relevant application is submitted to the Rosreestr authorities with the submission of a certificate from the bank on repayment of the debt and registration of ownership.

Documents submitted for consideration by AHML

In order to take advantage of the developed state program, a young teacher must obtain approval from the Agency. To do this, you need to follow the following algorithm of actions:

  1. Leave an electronic application for a loan on the official website of AHML (fill out the form);
  2. Find a lender cooperating with AHML, who is ready to lend you the necessary amount to purchase the selected residential property;
  3. Collect a set of documents necessary for the bank to conclude a mortgage agreement (an indicative list is indicated above) and submit them for consideration to a financial institution;
  4. Formation of a package of documents for the acquired residential premises, conclusion of an agreement with an independent expert organization on the examination of the object;
  5. After receiving a positive decision from the credit institution, it is necessary to determine the date of the planned conclusion of transactions. There will be two transactions: one will conclude a contract for the sale of an apartment, and the other - a mortgage transaction;
  6. If the initial installment paid by you under the loan agreement is less than 30%, then the necessary condition will be the conclusion of an insurance agreement for the issued loan;
  7. Final steps: registration of the act of acceptance and transfer of housing, transfer of the entire amount of credit funds to the borrower's account, registration of ownership of the property and mortgage with Rosreest.

When determining the solvency of a future candidate, only a 2-NDFL certificate and official salary are accepted for consideration. But if the teacher has additional income, they will also be taken into account.

Requirements for the borrower


In order to receive a subsidy for the purchase of housing on a mortgage, teachers must meet a number of requirements put forward by the Ministry of Education and Science of the Russian Federation:

  • The age of the young specialist does not exceed 35 years.
