Answer: Maternal (family) capital is a measure of state support for Russian families in which, from 2007 to 2018 inclusive, a second child was born (or adopted) (or a third child or subsequent children, if at the birth (adoption) of the second child the right to receive these no funds were issued).

The following have the right to receive maternity (family) capital:

- Mother, having Russian citizenship, whose second, third or subsequent child was born or adopted from 2007 to 2018 inclusive.

Question: Is it possible to make major repairs to a house using maternity capital funds?

Answer: Improving housing conditions is one of the possibilities for using maternity capital funds permitted by law.

“Improving living conditions” refers to the following areas:

Purchase of residential premises;

Construction or reconstruction of an individual housing construction project (IHC) with the involvement of a construction organization;

Construction or reconstruction of an individual housing construction project without the involvement of a construction organization;

Compensation of costs for a constructed or reconstructed individual housing construction project;

Payment of a down payment when receiving a loan (loan), including a mortgage, for the purchase or construction of housing;

Repayment of the principal debt and payment of interest on loans or borrowings for the purchase or construction of housing, including mortgages;

Payment of the price under the agreement for participation in shared construction;

Payment towards payment of the entrance fee and (or) share contribution, if the owner of the certificate or his spouse is a participant in a housing, housing construction, housing savings cooperative.

It is important to note that the purchased residential premises must be located in Russia.

In this regard, the renovation of residential premises, in relation to the disposal of maternity capital, is not an improvement in living conditions.

Question: Can maternity capital be used to purchase a room in a dorm if the second child is 1.5 years old?

Answer: Since the room is a living space, its acquisition is an improvement in living conditions, for which maternity capital funds can be used.

If loan funds are used to purchase housing, then the application can be submitted regardless of the age of the child who is entitled to receive the certificate.

Question: I want to use maternity capital to pay for my child’s education at a university (distance learning). Where should I go with my documents, and can this be done online?

Answer: Maternity (family) capital funds, in accordance with the application for disposal, are allocated for the child (children) to receive education in any educational organization on the territory of the Russian Federation that has the right to provide appropriate educational services. The age of the child for whose education maternity capital funds may be allocated should not exceed 25 years on the date of commencement of studies in the relevant educational program.

Answer: Information about the balance of maternity capital is available in the “Citizen’s Personal Account” on the Pension Fund website.

Login to the “Personal Account of a Citizen” is carried out through the State Services portal. If you are registered on the Gosuslugi.ru portal and have a confirmed account, then you can see the balance of funds in your Account at any convenient time.

If you do not have a confirmed account, you can order a certificate of the balance of funds through the Account and then receive it from the territorial office of the Pension Fund of the Russian Federation at your place of residence.

Question: Is it possible to receive maternity capital funds in cash?

Answer: Maternity capital funds can only be obtained by bank transfer for strictly defined purposes: to improve living conditions, children’s education, mother’s funded pension, as well as for social adaptation and integration of disabled children into society.

Any schemes for cashing out these funds are illegal. At the same time, the owner of a certificate for maternity capital, who agrees to take part in cash-out schemes, commits an illegal act and can be recognized as an accomplice to a crime based on the misuse of public funds.

In our region, since 2009, more than 95 thousand families have owned maternity capital certificates.

Parents continue to spend the most active funds on improving their living conditions; more than 60 thousand families have done this.
